About this program

The Department of Agriculture Farm Service Agency awards loans under the Farm-to-Fleet Feedstock Program Biofuel Production Incentive (CFDA 10.124) to advance biofuel producers meeting military specifications, with the most recent award activity occurring on a yearly cadence as of the program's establishment in 2011. The program funds production capacity for drop-in replacement advanced biofuels—jet fuel and diesel meeting Department of Defense and commercial transportation standards—with particular emphasis on geographically diverse facilities that do not displace agricultural commodities from food production.

The Commodity Credit Corporation subsidizes production through loans awarded to the fuel industry based on approved contracts. The program targets the elimination of market and supply constraints in renewable jet fuel and diesel production by reducing start-up costs and competitive barriers posed by established crude oil markets, positioning advance biofuels as price-competitive alternatives to petroleum-derived products. Applicants must maintain records for three years and comply with military fuel specifications.

This program differs materially from conventional grants: assistance takes the form of loans rather than Project Grants or other standard grant instruments. The source does not provide recent award examples, award counts, funding concentrations among agencies, or typical loan magnitudes. The source does not identify currently open solicitations or upcoming application deadlines. The program description emphasizes a 2011 presidential directive and a 2011 Memorandum of Understanding between USDA, the Department of Navy, and the Department of Energy, but does not specify whether the program has disbursed loans in recent years or remains active in 2026. The lack of recent award data and the loan-based assistance structure present a significant ambiguity for business development professionals evaluating current pursuit; direct contact with the Farm Service Agency is warranted to confirm program status and current lending activity.

Objective and description

Objective

The objectives of BFP is to have the capability to produce ready drop-in replacement advance biofuels meeting military specifications at a price competitive with petroleum; provide geographically diverse locations for ready market access; and will not have a significant impact on the supply of agricultural commodities for the production of food. This will allow the Federal government to cooperate with the industry to create a strong demand signal and to make targeted investments to achieve the necessary production capacity required for a robust domestic advance drop-in biofuels industry.

Description

BFP's purpose is an essential element of our national energy security. Traditional fossil-fuel based petroleum (derived from crude oil) has caused increasingly challenging market and supply constraints. Only a handful of production facilities for renewable jet fuel and diesel will operate in the foreseeable future. This has caused the current economic environments to deal with significant start-up rises and competitive barriers posed by the firmly established crude oil markets. BFP is unique in that the industry will not assume all of the uncertainty and risk associated with providing a commercially viable production capability for advance drop-in biofuels.

Eligibility

Applicant eligibility

The loans are awarded by the government to the Fuel Industry.

Credentials and documentation

On March 30, 2011, President Barack Obama directed the United States Department of Agriculture (USDA), the Department of Navy (DON), and the Department of Energy to work with private industry to create advanced drop-in biofuels that will power both the Department of Defense (DOD) and private sector transportation throughout America. On June 25, 2011, the Secretary of Agriculture approved the Memorandum of Understanding. The Commodity Credit Corporation (CCC) will subsidize the production of the bio-based jet fuel for this program.
