About this program
The Department of Agriculture Farm Service Agency is funding technical assistance networks serving financially distressed borrowers under the Inflation Reduction Act Financially Distressed Borrowers Technical Assistance program (CFDA 10.107), with competitive opportunities anticipated in January 2025.
FSA is establishing a national Distressed Borrowers Technical Assistance network through Cooperative Agreements that connect farm support organizations with expertise in serving financially distressed and underserved farming communities to land grant university resources. The program provides individualized 1:1 support to farmers and ranchers experiencing significant financial hardship, and simultaneously builds capacity among nonprofit and land grant service providers to offer sustained assistance. Eligible applicants include colleges and universities and organizations that work with farmers and ranchers and provide technical assistance to financially distressed borrowers.
Funding derives from Section 22006 of the Inflation Reduction Act, signed into law August 16, 2022. The program is not cyclical; funding opportunities will be announced as funds become available and agency priorities dictate. Funds are released on a reimbursable project basis, deliverable basis, or advance basis consistent with 2 CFR 200.305.
Competitive opportunities are administered by cooperating organizations rather than directly by FSA, with panels scoring and ranking proposals against a publicly available rubric based on proposed scope of work, demonstrated organizational capacity and experience working with farmers, and documented ability to deliver 1:1 technical assistance. Recipients must retain all records in accordance with 2 CFR 200.334 and require eligible producers to retain financial and other records relating to grant funds for three years after completion of distribution or until final resolution of any audit findings or litigation claims, whichever is later. No recent grant awards or current open solicitation appears in the source. The anticipated January 2025 deadline signals initial competitive release under this IRA-funded initiative.
