About this program

The Department of Agriculture Farm Service Agency administers the Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program (CFDA 10.091), which provides emergency payments to eligible livestock, honeybee, and farm-raised fish producers for losses due to disease, adverse weather, wildfires, blizzards, and other conditions as determined by the Secretary of Agriculture.

The program is not currently active. ELAP was authorized through September 30, 2011, and the American Taxpayer Relief Act of 2012 extended authority through fiscal years 2012 and 2013; however, no funding has been appropriated for those years or beyond. The source does not document recent grant awards, grant opportunities, or active solicitation under this Assistance Listing.

ELAP provides assistance only for losses not covered under other Supplemental Agricultural Disaster Assistance Payment programs, specifically the Livestock Forage Program (LFP), Livestock Indemnity Program (LIP), and the Supplemental Assistance Program (SURE). Eligible producers must be located in a declared disaster area and meet program eligibility criteria set by the Farm Service Agency.

Payments were drawn from a Trust Fund established under Public Law 110-246. The source provides no information on typical award magnitudes, the mix of assistance types, recent award activity, or current funding availability.

Given the absence of appropriations for fiscal years 2012 forward and the lack of any recent grant awards or active solicitations in the source, this program should not be pursued. Applicants with livestock, honeybee, or farm-raised fish losses in disaster areas should evaluate the active programs (LFP, LIP, and SURE) instead.

Objective and description

Objective

The objective of ELAP is to provide emergency assistance to eligible producers of livestock, honeybees, and farm-raised fish who have losses due to disease, adverse weather, or other conditions, including losses due to blizzards and wildfires, as determined by the Secretary of Agriculture (Secretary). Assistance is provided from the Trust Fund established under Public Law 110-246. ELAP assistance is for losses not covered under other Supplemental Agricultural Disaster Assistance Payment programs specifically Livestock Forage Program (LFP), Livestock Indemnity Program (LIP), and the Supplemental Assistance Program (SURE). ELAP is authorized for fiscal years 2008 through September 30, 2011. The American Taxpayer Relief Act of 2012 extended authority for ELAP under the Food, Conservation, and Energy Act of 2008 (the 2008 Farm Bill) for the 2012 and 2013 fiscal years. However, for 2012 and 2013 fiscal years funding has not been appropriated for ELAP.
