About this program
The Department of Agriculture Farm Service Agency administers the Livestock Indemnity Program (CFDA 10.088), which compensates livestock producers for death losses in excess of normal mortality caused directly by eligible adverse weather events, though the program's eligibility window closed on September 30, 2013.
This program is no longer active for new applications. LIP provided indemnity payments to livestock producers whose animals died as a direct result of qualifying adverse weather occurring between January 1, 2008 and September 30, 2013, provided the livestock died within 60 calendar days of the weather event and before November 30, 2011 (extended to September 30, 2013 under the American Taxpayer Relief Act of 2012). No state, county, or other geographic trigger determined eligible areas; signup began when an eligible disaster became apparent. The source does not describe the program's recent award history, current funding status, or typical award magnitudes, nor does it indicate whether any grant opportunities remain open or have been posted recently.
Given the 2013 program closure, pursuit is not recommended. Any remaining administrative activity would be limited to finalizing claims or appeals from the original eligibility period. Organizations with historical claims under LIP may contact the Farm Service Agency for status on outstanding payments, but new project proposals cannot be funded under this authorization.
Objective and description
- Objective
The Livestock Indemnity Program (LIP) compensates livestock producers for livestock death losses in excess of normal mortality that died as a direct result or an eligible adverse weather event that occured on or after January 1, 2008, and before October 1, 2011. The livestock must have died no later than 60 calendar days from the ending date of the applicable adverse weather event, but before November 30, 2011. No State, county or other trigger will be used to define an eligible LIP area. Sign up will begin when an eligible disaster is apparent. The American Taxpayer Relief Act of 2012 (ATRA) extended LIP to cover livestock losses in excess of normal mortality that occur through September 30, 2013, subject to appropriations.
