About this opportunity
The Wyoming Department of Administration and Information, General Services Division, procuring on behalf of the Wyoming Department of Workforce Services, is requesting proposals for public awareness and outreach services to promote the WY Quality Counts Program statewide, with proposals due August 19, 2026 at 2:00 p.m. Mountain Time.
The scope encompasses comprehensive digital strategy and content creation across Facebook, Instagram, and Pinterest; monthly original articles and family activities; quarterly electronic newsletters; digital performance reporting; and optional paid media management. Required deliverables include minimum one weekly social media post per platform monthly, quarterly newsletters, monthly performance reports, semi-annual summaries, and an annual strategic recommendations report. All services must be delivered within Wyoming. The contractor must comply with WCAG 2.1 Level AA and Section 508 accessibility standards and adhere to state branding standards.
The all-inclusive annual budget is up to $100,000, covering all labor, project management, content development, creative production, reporting, outreach, social media management, newsletter development, and any paid media or advertising. Proposers must clearly separate advertising costs and demonstrate how all deliverables fit within available funding. The contract term is one year with potential extension not to exceed three years total, with tentative award and work commencement in Fall 2026. Payment occurs upon completion and agency acceptance of individual deliverables based on a payment schedule proposed by the contractor and approved by the agency.
Evaluation focuses on timely delivery of quality content, accessibility and branding compliance, and completeness of reporting — not follower growth, engagement rates, or subscriber increases. Proposers must provide three corporate references for similar projects within the last three years, resumes for key personnel with digital marketing and early childhood communications experience, and detailed work plans addressing content development, project management, contingency planning, and cultural responsiveness to diverse Wyoming audiences.
Questions are due August 5, 2026 at 2:00 p.m. Mountain Time through the Public Purchase online bidding system. All proposal submissions must be complete uploads through Public Purchase by the August 19 deadline; incomplete submissions are non-responsive and eliminated from evaluation.
