About this opportunity

The City of Pendleton, Oregon is requesting sealed bids for construction and improvements at its Wastewater Treatment and Resource Recovery Facility (WWTRRF) operational buildings, with bids due August 6, 2026 at 2:00 p.m. and a mandatory pre-bid meeting and site visit on July 22, 2026 from 10:00 to 11:00 a.m. at 4300 SW Houtama Road. The project is subject to Oregon prevailing wage requirements and federal Davis-Bacon Act wage determinations (applied as the higher of state or federal rates), American Iron and Steel (AIS) compliance, and DBE good faith efforts requirements.

The scope encompasses construction of a new single-story Administration Building (Structure F) with ADA-compliant restrooms, lockers, showers, operations room, server room, breakroom, and conference room; a new steel Storage Building (Structure G) with chemical storage featuring recessed secondary containment and mezzanine; relocation of the Effluent Sampler Shed (B2); and renovation of the Existing Administration Building (Structure H). Base bid work includes demolition of the existing Chemical Storage Building, site improvements (earthwork, yard piping, utilities, grading, trenching, backfilling), and complete mechanical, electrical, plumbing, and HVAC systems. Three additive bid items cover curbing, asphalt paving, and existing administration building retrofit including emergency shower installation, water fountain addition, slab repairs, and flooring replacement. All plumbing fixtures and piping must be lead-free and NSF-certified; HVAC systems must be tested and balanced by certified agents from AABC or NEBB with a one-year warranty required.

The Contractor must obtain all construction and inspection permits, submit a Critical Path Method schedule within 60 calendar days of Notice to Proceed, and provide an outage plan with minimum two-week advance notice for any facility shutdown. Contract completion is no later than June 30, 2027, with liquidated damages at the greater of 1% per day of total contract cost or $500 per calendar day. Bidders must submit a 5% bid bond or certified check and prequalification by 1:00 p.m. on August 5, 2026 (through ODOT or the City's application). The successful bidder must furnish a performance bond in the full contract amount and file a $30,000 Statutory Public Works Bond with the Construction Contractors Board. Bid documents are available for $25 from the Community Development Department or through the City's website and OregonBuys portal. Public bid opening occurs August 6 at 2:00 p.m.; award is anticipated September 1, 2026. The project is funded through a Clean Water State Revolving Fund loan.
