The scope encompasses permitting, design, construction, commissioning, training, and handover of an elevated new Main Electrical Building; new Deep Injection Well electrical buildings with equipment; an elevated outdoor enclosure for diesel emergency generators; demolition of the existing Operations/Electrical Building and existing main generator building; conversion of an existing Deep Injection Well MCC building to storage; stormwater enhancements; powerline relocation or underground installation; and electrical, instrumentation, and controls improvements.

Design-Build Entity qualification is the central filter: the awardee must be certified under Florida Statute 489.119 as a general or building contractor and must hold certification under Florida Statute 471.023 to practice engineering or Florida Statute 481.219 to practice architecture. The entity must demonstrate that it has substantially completed within the last ten years at least one Main Electrical Building in an industrial or municipal facility with a contract value of at least $7 million, delivered on schedule and on budget.

The estimated project budget is $20 million over a five-year contract term, fully funded through the Resilient Florida Grant Program administered by the Florida Department of Environmental Protection. Small business participation requirements do not apply. Proposers must submit GSA Form SF 330, a letter of interest, prime and sub-consultant questionnaires, commercial non-discrimination certification, conflict of interest disclosure, and design-build entity minimum qualifications documentation. All proposers and sub-consultants must register as vendors in Palm Beach County's Vendor Self Service System prior to contract award. The county will conduct written proposal review and oral interviews; only one firm will be selected.
