About this opportunity

Oakland County is seeking a contractor for the Addison Oaks Wastewater Treatment Plant (WWTP) Lagoon Liner Replacement project, a comprehensive infrastructure improvement initiative focused on renovating existing wastewater treatment lagoons. The procurement involves completely removing and replacing existing liners with a new configuration featuring a geomembrane outer liner and two feet of underlying clay. Key project deliverables include full liner excavation, onsite disposal of excavated materials, relocation of electrical control equipment, replacement of piping valves and associated structures, and implementation of bypass pumping from the east lagoon to the existing pump station. The project is strategically designed to be completed over three years, with a proposal due date of June 3, 2025. The technical specifications suggest that potential bidders will need significant expertise in wastewater treatment infrastructure, geomembrane installation, and complex civil engineering projects involving lagoon reconstruction. Contractors will be expected to demonstrate capabilities in managing phased infrastructure improvements while maintaining operational continuity of the wastewater treatment facility.

While specific set-aside designations are not explicitly detailed in the provided documentation, the project appears to be a significant municipal infrastructure contract that may attract regional engineering and construction firms specializing in wastewater treatment facility upgrades. The multi-year phased approach indicates a potential total project budget in the substantial range, likely between $2-5 million, though exact funding parameters are not specified in the available materials. No incumbent vendors are mentioned, and the project seems to focus on comprehensive infrastructure replacement rather than incremental upgrades or technology integration. The procurement appears to be open to qualified engineering and construction firms with demonstrated experience in municipal wastewater treatment infrastructure projects, particularly those with expertise in liner replacement, geomembrane installation, and complex civil engineering techniques. Potential bidders will likely need to provide comprehensive technical proposals demonstrating their qualifications, past project experience, and ability to execute the three-year reconstruction plan with minimal disruption to existing wastewater treatment operations.

Opportunity text

The existing wastewater treatment lagoons located at Addison Oaks County Park are to have the existing liners removed and replaced with new liners. The liner cross section will consist of geomembrane outer liner and two feet of clay below the geomembrane. The liners will be excavated to allow for the new liner cross section. The excavated materials will be disposed of onsite. The existing electrical control equipment will be relocated as shown on the drawings. In addition, the existing piping valves and associated structures will be replaced. In addition, some bypass pumping from the east lagoon to the existing pump station will be required during the reconstruction of the storage lagoon. The work will be phased over the course of three years.
