About this opportunity

The Commonwealth of Virginia Department of Veterans Services is requesting proposals for wound care services at Puller Veterans Care Center, a 128-bed skilled nursing facility in Warrenton, with sealed proposals due June 26, 2026 at 2:00 p.m. The procurement carries a set-aside award priority for DSBSD-certified small businesses, women-owned businesses, and minority-owned businesses.

The scope encompasses on-site wound consultations and assessments, routine wound follow-up services, diagnostic interviews, wound diagnostic testing, pain management related to wound status, and consultations with attending physicians. The contractor must provide portable equipment as needed, maintain 24/7 on-call availability for emergency situations, and deliver services a minimum of eight hours per month on a regularly scheduled basis. The contractor must hold a valid Virginia professional license, maintain professional liability insurance with Commercial General Liability coverage of $1 million per occurrence and $2 million aggregate (with the Commonwealth named as additional insured), comply with continuing medical education requirements, and undergo background investigation.

The initial contract period runs from May 1, 2023, to April 30, 2024, with three successive one-year renewal options available. Compensation is determined without regard to referral volume or value. The contractor must bill third-party insurance and healthcare resources prior to billing the agency. For Service-Connected Disabled VA residents, payment is limited to Virginia Medicaid-equivalent rates; for uninsured patients, PVCC accepts liability capped at Medicaid-equivalent rates. Invoices are payable within 30 days of receipt, with final billings due by the 15th of each month.

Evaluation criteria are weighted: Offeror's Qualifications (40 points), Experience with Long-Term Care Facilities (40 points), and Small Business Subcontracting Plan (20 points). Clarification questions are due June 19, 2026. All vendors must register in eVA.
