About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids for comprehensive wound care services for residents of Richmond State Supported Living Center (RSSLC) in Richmond, Texas, with proposals due July 30, 2026 at 10:30 a.m. Central Time. This is a single-contractor procurement with an anticipated start date of September 1, 2026.
Scope covers on-site wound assessment, treatment, and management of pressure ulcers, infectious wounds, injury wounds, and complex cases on a weekly or as-needed basis. The contractor must be board-certified in wound care, hold an active unrestricted Texas Medical License, and maintain good standing with the Texas Medical Board — mandatory eligibility filters. All assigned personnel must have at least three years of relevant experience; the bidder must demonstrate a minimum of five years of relevant experience and provide three verifiable references for similar services within the past five years. Staff are subject to comprehensive Texas Department of Public Safety background checks at the contractor's expense.
The initial contract term runs September 1, 2026 through August 31, 2027, with no renewal options but an extension possibility of up to one year at HHSC's sole discretion. Historical annual spend is documented at $75,000. Pricing must be submitted as firm, fixed rates on Exhibit C Pricing Sheet, covering all labor, equipment, materials, and related expenses. Price adjustments may be considered only at HHSC's discretion based on the Consumer Price Index formula or aligned with federal minimum wage increases.
Insurance requirements include workers' compensation ($1 million per occurrence), commercial general liability ($1 million per occurrence / $2 million aggregate), commercial automobile liability ($1 million combined single limit), professional liability ($1 million), and umbrella liability ($1 million). Submissions are accepted via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail of a USB drive to HHSC Procurement and Contracting Services in Austin. Award will be made to the responsive bidder offering best value based on ability to meet specifications, performance delivery capability, and pricing. HUB Subcontracting Plans are encouraged but not mandatory.
