About this opportunity
The City of Pasadena Public Works Department, Building Systems & Fleet Management Division is requesting competitive bids on windshield replacement and repair services for the City's municipal fleet of approximately 1,100 pieces of equipment, with bids due September 8, 2026 at 2:00 p.m. and questions due September 2, 2026 at 12:00 p.m. A bond waiver memo dated June 30, 2026 indicates that labor, materials, and performance bond requirements have been waived under Pasadena Municipal Code Section 4.08.140.
The scope encompasses windshield chip and crack repair, replacement of worn or damaged components, pickup and delivery services, windshield tinting, mobile repair services, and emergency or priority repair for public safety and essential vehicles. Bidders must demonstrate a minimum of three years of experience in windshield replacement and repair services and possess trained technicians, necessary equipment, and ability to source compatible replacement parts. All work must comply with OSHA safety requirements, EPA hazardous materials handling, and California Vehicle Code tinting regulations.
The initial contract term is five years from the date of City execution, with no optional extension periods. Recent historical spending for windshield repair services is under $20,000 annually; bidders must submit pricing for a market basket line-item list representing 50% of the total estimated contract value, along with catalog pricing for additional materials and supplies. The contractor must provide a two-year warranty on all work performed and transfer all manufacturer warranties to the City.
Award will be made to the lowest responsive and responsible bidder based on grand total price, with evaluation criteria including quality of materials, bidder capacity and skill, financial resources, character and reputation, previous performance with the City, and ability to provide future maintenance and service. Contracts exceeding $25,000 must comply with the City's Equal Employment Opportunity and Living Wage Ordinance requirements and prevailing wage obligations under California Labor Code Section 1720 et seq. Bidders must register with SAM.gov prior to award and submit a bid bond equal to five percent of the total bid price. Bids must be submitted electronically through the City's eProcurement Portal. Proof of insurance is required prior to contract award.
