Attendance at both the prebid conference and the mandatory job site visits to all facilities is required to be eligible for award. Scope covers the Main Library, 14 branch libraries, an outreach facility, a recycled reads center, and archive and annex buildings. The contract is firm for one year with two optional twelve-month extensions at the same prices, terms, and conditions, for a maximum of 36 months. Payment is Net 30 on monthly invoices submitted in arrears. Prices must remain firm for at least 60 days. The City-Parish may terminate with 30 days' written notice for unsatisfactory performance or convenience.

The City-Parish strongly encourages participation by certified Small, Minority, and Women-owned businesses (MBE/SBE/WBE) as subcontractors. Bidders must submit a good-faith effort plan demonstrating subcontracting with certified businesses. Required insurance includes General Liability with a $2 million general aggregate, Automobile Liability with a $1 million combined single limit, full statutory Workers Compensation, and $1 million Excess Umbrella Liability.
