About this opportunity
The City of Detroit Office of Contracting and Procurement is requesting quotes on window treatments for the Detroit Police Department's 2nd Precinct under RFQ 548013, with quotes due October 30, 2026 at 12:00 PM EST and questions due October 26. This is a one-time purchase order awarded to the lowest responsive and responsible bid. Executive Order No. 2016-2 applies, mandating that at least 50% of worker hours be performed by Detroit residents, 25% by minorities, and 5% by women. A Detroit-based business equalization allowance under Detroit City Municipal Code Section 17-5-12(c)(1) permits the lowest equalized bid to exceed the lowest responsible bid by no more than 12% or $100,000, whichever is less, provided a CRIO-issued Detroit Based Business certificate is submitted.
The scope encompasses supplying and installing UV-protected vinyl vertical blinds in tan/almond color across 28 window frames at the Second Precinct (6050 Linwood, Detroit, Michigan 48208). Blinds are specified in two standard lengths—65-inch and 83-inch—with replacement slats in three lengths (48 inches, 46 inches, and 75 inches), providing 20 additional slats for each length. Window frame dimensions vary by location and room designation.
Respondents must be registered vendors with the City of Detroit and provide current standard documents and licenses. All questions and submissions must be completed through the Bonfire procurement portal; email and other submission methods are not accepted. Required insurance includes Workers' Compensation at Michigan statutory limits, Commercial General Liability with combined single limits of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability with $1,000,000 minimum combined single limits. A bid bond of 5% of bid amount and a payment and performance bond of 25% or 100% of contract value are required. Contractors may not commence work until receipt of both the Contract Purchase Agreement and Standard Purchase Order from Procurement. Respondents must complete a comprehensive Respondent Questionnaire (Attachment A, revised April 17, 2026) addressing qualifications, prior relevant experience from the last five years with three references, key personnel resumes and organizational charts, subcontractor details, debarment status, and confirmation of no claims or lawsuits related to services provided in the last ten years.
