The scope includes resealing windows on the southwest and northwest sides (floors 1–6) of Kakuhihewa Building using specified polyurethane sealants, removing and re-caulking copper flashing on the lower roof of Kakuhihewa, and replacing cracked window glass in Room 602 and Room 306 of Keoni Ana Building. Bidders must submit a single lump sum price covering all labor, equipment, materials, transportation, and applicable taxes including Hawaii General Excise Tax.

Offerors must hold a valid State of Hawaii contractor license, possess a minimum of five consecutive years of experience in window construction or repair services, and demonstrate manufacturer approval for specified sealant applicators. Contractors must obtain and maintain liability insurance with minimum coverage of $1,000,000 per occurrence and $2,000,000 in aggregate for general liability, and $1,000,000 combined single limit for automobile liability. HRS 103-55 wage requirements apply; employees must be paid wages comparable to public employees performing similar work.

The contract term is 12 months from notice to proceed. All work includes a one-year warranty. Liquidated damages are $500 per calendar day per location for failure to perform. Award is made to the responsible offeror with the lowest evaluated total sum bid price. Bidders must submit offers electronically through HIePRO with Offer Form A, Offer Form B, a Wage Certificate, IRS Form W-9, and a copy of the State of Hawaii Contractor's General License. A non-mandatory pre-bid conference will be held at 729 Kakoi Street, Honolulu; prospective bidders are encouraged to conduct on-site inspections. Questions must be submitted through HIePRO by a deadline specified in the solicitation materials.
