The procurement includes specific requirements for minority and women-owned business participation, with established goals of 5% for Minority Business Enterprises (MBE) and 3% for Women-owned Business Enterprises (WBE). Contractors must also prioritize low-income area businesses, with a 10% contracting goal and a 30% employment goal for local workers. All bidders must complete Attachment "A" - MBE/WBE/Section 3 Compliance to be considered responsible, and preference may be given to MBE/WBE/Section 3 contractors to meet overall project objectives. While a specific budget range is not explicitly stated, the comprehensive bonding requirements and detailed project plans suggest a substantial infrastructure investment. The project's funding through the CDBG program indicates a focus on community development and potential economic opportunities for local businesses and workers in the Northampton County region.
