About this opportunity

Collier County Board of County Commissioners (Florida) is requesting sealed bids for maintenance dredging at Wiggins Pass and Doctors Pass under Solicitation No. 26-8697, with bids due August 11, 2026 at 3:00 p.m. local time through the County's online bidding system at https://procurement.opengov.com/portal/collier-county-fl.

The scope involves dredging approximately 81,000 cubic yards of sand from Wiggins Pass channels—including approximately 76,400 cubic yards from the authorized main channel template (Stations 11+00 to C-12), 1,500 cubic yards from an east technical channel (C-20 to C-23), and 3,100 cubic yards from the south channel (main channel to Station C-32)—and placement of dredged sand on the beach and nearshore south of Wiggins Pass along Delnor-Wiggins State Park between DEP reference monuments R-18 and R-20. The bid schedule references an estimated quantity of 85,000 cubic yards to account for potential shoaling. Contract Drawings dated April 20, 2026 will be updated with a pre-construction survey that the contractor's registered professional surveying subcontractor must submit within two weeks of the Notice to Proceed. Work must comply with federal, state, and local permits from Collier County, the Department of Environmental Protection, U.S. Army Corps of Engineers, and U.S. Coast Guard. All bidders must be enrolled in E-Verify and comply with the Florida Trench Safety Act.

The anticipated project budget is $2.8 million. Substantial completion is required within 90 calendar days from Notice to Proceed, with final completion within 30 calendar days after punch list delivery. Liquidated damages are $2,529 per calendar day for failure to meet substantial completion. Bidders must submit a certified bid bond equal to 5% of total bid amount and Performance and Payment Bonds for 100% of the contract award, with surety rated "A-" or better by A.M. Best. Insurance requirements include workers' compensation, employer's liability, commercial general liability, automobile liability, watercraft, maritime coverage, and pollution insurance with minimum limits of $1 million per occurrence. Bidders must provide five project references of similar magnitude completed within the past five years.

The Wiggins Pass Maintenance Dredge Project is located near the inlet portion of the main channel for Wiggins Pass in Collier County, Florida. The Contract Drawings were developed based on a survey from 01/2026 and show dredging of a total of approximately 81,000 CY of sand from the Wiggins Pass channels. This includes approximately 76,400 from a portion of the authorized main channel template from Station 11+00 east to Station C-12, approximately 1,500 CY from east Technical Specifications Page 4 of 42 channel located from station C-20 east to C-23, and another approximately 3,100 CY from the south channel ranging from the main channel south to Station C-32, and placement of the sand on the beach and in the nearshore south of Wiggins Pass along Delnor-Wiggins State Park from DEP reference monument R-18 to R-20. The main channel includes a relatively small area to avoid dredging along Stations 2+00 to -1+00 within the north side slope of the channel due to rock being encountered in this area in the past. The final determination of the quantity of sand to be dredged and/or placed on the beach will be based on the Contract Drawings dated 04/20/2026 which will be updated with the new pre-construction survey to be provided by the CONTRACTOR within two weeks from the commencement date stipulated in the written Notice to Proceed from the COUNTY. The Bid Schedule for this Work references an estimated quantity of 85,000 CY which is a higher quantity of dredging to account for potential shoaling and increase in the dredge quantity if documented by an updated acceptable survey conducted by the CONTRACTORs registered professional surveying subcontractor. TS-2.2 The Work must be completed according to the Contract Drawings and these Technical Specifications within the time specified in these specifications and contract and in compliance with the conditions of all federal, state, and local permits, including permits from Collier County, DEP, USACE, and USCG. Work conducted during the 2026 sea turtle nesting season which begins May 1, 2026 and extends through October 31, 2026, will require daily clearance from the marine turtle monitor for Collier County. CONTRACTOR must comply with the state and federal permits for specific protocol during sea turtle season, which also includes a limit of 500 feet of beach fill advancement at night and limited lighting with shielding for sea turtle protection. For any sea turtle nest encountered in the disposal areas, the marine turtle monitor for Collier County will mark a 25-foot permitter from the center of the nest for protection. Work conducted on the beach between February 15th and August 31st requires daily clearance from the Countys shorebird monitor. TS-2.3 The CONTRACTOR is solely responsible for all construction means, methods, techniques, and procedures including construction layout and staking, monitoring and recording of dredge depths, maintaining as-built drawings, monitoring turbidity by a third party, maintaining water quality, and the sequence of the Work as specified in Section TS-5.0.
