About this opportunity
The New York City Department of Education is seeking proposals for Whole School Reform Services through a Multiple Task Award Contract (MTAC) that targets schools requiring significant intervention across Kings County and four other boroughs. The procurement focuses on supporting elementary (Pre-K to 5), middle (6 to 8), and high schools (9 to 12) that are newly created, underperforming, or identified by the New York State Education Department as needing improvement, corrective action, or restructuring. Qualified organizations must demonstrate experience in developing comprehensive school reform strategies with the ultimate goal of creating sustainable improvement plans that schools can continue independently. The solicitation is open indefinitely, with proposals due at 65 Court Street, Room 1201, Brooklyn, NY 11201, and electronic copies required at DCPSubmissions@schools.nyc.gov. Interested vendors must download the solicitation from the specified URL or contact the vendor hotline, and should be prepared to provide detailed company information including Tax ID and MTAC numbers. Potential respondents can direct questions to ISPSupport@schools.nyc.gov, and the contract term is specified as 5 years.
The procurement does not include a Service-Disabled Veteran-Owned business set-aside, which suggests the opportunity is open to a broad range of organizations with proven school reform capabilities. The contract will cover five New York City counties: Bronx, Kings, New York, Queens, and Richmond, indicating a comprehensive urban school improvement initiative. While specific award values are not explicitly stated, the scope suggests a potentially significant contract with multiple vendors selected through a competitive proposal process. The solicitation targets organizations with demonstrated expertise in supporting schools through complex transformation efforts, particularly those addressing systemic underperformance or implementing innovative instructional models. Respondents will likely be evaluated on their track record of successful school interventions, proposed methodological approaches, team qualifications, and ability to create lasting institutional change. The open-ended nature of the solicitation, with a due date of August 25, 2045, suggests an ongoing procurement designed to maintain a flexible pool of qualified school reform service providers.
