About this opportunity

Watertown Housing Authority (WHA) is requesting sealed bids for on-call plumbing services across its multiple developments in Watertown, Massachusetts under IFB WHA-OCPS-2026, with bids due September 8, 2026 at 12:00 PM. Work is subject to Massachusetts prevailing-wage requirements under M.G.L. c. 149, s26-27H and competitive bidding procedures under M.G.L. c. 30, s39M.

The scope encompasses repair, testing, installation, and maintenance of plumbing and gas systems, including fixtures, water heaters, backflow preventers, and grease traps across WHA's 589-unit portfolio. The WHA does not guarantee any minimum or maximum volume of work during the contract period. The awardee must maintain a minimum workforce of two full-time licensed journeyman plumbers, hold current Massachusetts Master Plumber and Gas Fitter licenses, provide 24/7 emergency response capability with one-hour acknowledgment and two-hour completion for emergency repairs, and complete routine work within ten business days of work order issuance. All services must be guaranteed for one year. Prior to award, the successful bidder must provide proof of current industrial insurance, general liability ($1,000,000 minimum per occurrence / $5,000,000 general aggregate), professional liability ($1,000,000 minimum), and automobile insurance ($1,000,000 combined single limit). Contractors must demonstrate a minimum of ten years' documented experience in the commercial plumbing industry.

The estimated annual contract expenditure is $70,000 with a not-to-exceed amount of $85,000. The contract runs initially for one year with one optional renewal extension for an additional year, not to exceed two consecutive years total. Bids are evaluated using a formula that multiplies bidder-proposed hourly rates by estimated hours and adds a fixed $15,000 material allowance plus the bidder's proposed material markup percentage. The award is based on lowest responsible and eligible bidder. The WHA Board is anticipated to approve the award on September 21, 2026, with services expected to begin in October 2026. Questions are due August 31, 2026 by 3:00 PM. No pre-bid conference is scheduled.
