About this opportunity
Western North Carolina School for the Deaf is requesting sealed proposals for a campus repairs and renovation project in Morganton, North Carolina, with bids due June 30, 2026, and a pre-bid meeting on June 11 at 10:00 a.m. All bids must include completed Identification of Minority Business Participation forms (Affidavit A or B); failure to complete these forms constitutes grounds for bid rejection under GS143-128.2c.
The scope encompasses replacement of exterior pole and building-mounted lighting systems with associated branch circuits; renovation of the existing sports track and field including installation of a new 400-meter track, fine grading, drainage improvements, new bleachers and sidewalks; and parking improvements. The project was designed by McGill Associates, PA. General contractors must hold proper licensure under North Carolina General Statutes Chapter 87, Article 1; however, single prime contractors in trades under GS87-Arts 2 and 4 may bid directly if general construction does not exceed 25 percent of total project value.
Proposals are submitted as lump-sum bids for single prime contract delivery to the Main Building Large Conference Room, 517 West Fleming Drive, Morganton, NC 28655, with opening immediately following the 2:00 p.m. closing. Written questions are due by 2:00 p.m. on June 18, 2026. Complete plans and specifications are available for inspection at McGill Associates offices and plan rooms; qualified prime bidders may obtain documents upon payment of $250 in cash or certified check.
Bidders must submit a bid deposit of five percent of the proposal amount in cash or certified check, or provide a bid bond of five percent executed by a North Carolina-licensed surety. A performance bond and payment bond equal to 100 percent of the contract price are required. Payment is made based on 95 percent of monthly estimates with final payment upon completion and acceptance. No bids may be withdrawn for 60 days following the scheduled closing time. The owner reserves the right to reject any or all bids and waive informalities.
