About this opportunity

The Commonwealth of Kentucky, Kentucky Board of Dentistry, is requesting proposals for a Personal Service Contract to establish a Well-Being Committee Coordinator position with proposals due June 1, 2026 at 5:00 PM Eastern Time.

The coordinator will provide consulting services to promote early identification, intervention, treatment, and rehabilitation of impaired licensed dentists and registrants. Key responsibilities include overseeing licensees identified as impaired, tracking recovery progress, monitoring compliance with settlement agreements, conducting random drug screenings, maintaining case files, screening new program candidates, and communicating with participants' treatment providers. The coordinator must attend Kentucky Board of Dentistry Law Enforcement Committee meetings, which occur the day before regularly scheduled Board meetings.

Mandatory qualifications include at least ten years of experience working with impaired professionals in health-related fields, expertise in prescription drug abuse and scheduled drug use in Kentucky, proficiency with KASPER law, and working knowledge of the Kentucky Dental Practice Act. The applicant must provide proof of business organization or nonprofit status. The coordinator must maintain Commercial General Liability Insurance of at least $1 million per occurrence and $2 million aggregate, and Professional Liability Insurance of at least $1 million per claim, with all insurance documentation provided prior to award.

The anticipated contract term runs from July 1, 2026 through June 30, 2028, with a renewal option for one additional two-year period subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee.

Evaluation allocates 500 points to the technical proposal and 500 points to the cost proposal, with an additional 200 points possible for oral presentations if required. The cost proposal must specify quarterly payment amounts and include a sample work log for billing purposes. Proposals must be submitted under sealed cover in three parts: technical proposal, cost proposal, and any proprietary information. Payments occur within thirty working days of invoice receipt upon successful completion and acceptance of work. The contract is subject to Kentucky procurement statutes, regulations, and applicable state and federal requirements, including Kentucky Civil Rights Act compliance and Executive Branch Code of Ethics provisions.
