About this opportunity
Louisiana Delta Community College is requesting bids on welding gases and demurrage cylinders to support operations across seven campuses in Orleans Parish, with bids due July 29, 2026 at 2:00 p.m. CST. Bidders must demonstrate good faith efforts to utilize certified Veteran-Owned or Service-Connected Disabled Veteran-Owned and Hudson Initiative small entrepreneurships as subcontractors.
The scope covers supply of industrial gases—oxygen, acetylene, argon, mixed gases, propane, propylene, helium, and compressed air—on an as-needed basis with no guaranteed quantities. Estimated annual usage is approximately 2,771 cylinders across the seven campuses located in Tallulah, Lake Providence, Ruston, Bastrop, Winnsboro, West Monroe, and Jonesboro. The successful bidder must maintain sufficient stock to enable delivery within 24 hours of order placement; continued delivery failures are grounds for contract termination.
Pricing must be firm on a net, F.O.B. LDCC Destination basis with all freight charges included in unit prices and must remain firm for a minimum of 30 days. All applicable taxes other than Louisiana state sales and use tax must be included in unit prices. The college is exempt from state sales and use tax.
The contract period begins upon award and extends through June 30, 2027, with four optional twelve-month renewal periods at the same prices, terms, and conditions. Award will be made on an all-or-none basis to the lowest responsible bidder. Bidders must carry commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate, workers' compensation insurance, and automobile liability insurance if vehicles are used. Bidders on contracts exceeding $25,000 must comply with Louisiana certification requirements for corporations and limited liability companies, provide proof of non-debarment from federal contracts, and demonstrate good faith efforts regarding veteran-owned and Hudson Initiative subcontracting.
