About this opportunity
The Virginia Department of Criminal Justice Services is requesting proposals for webinar development and presentation services for Virginia's Community Criminal Justice Boards under URFP #128372, with proposals due October 14, 2026, and an optional pre-proposal conference on September 21, 2026. This is a small business set-aside requiring offerors to be certified by the Department of Small Business and Supplier Diversity.
The scope requires development of 5 to 10 webinars, each not exceeding two hours, based on the "CJCC Essential Elements" document published by the U.S. Department of Justice, National Institute of Corrections. Deliverables include PowerPoint decks, facilitator notes, action plans, and guidebooks. The webinar program will serve 37 Virginia CCJBs and approximately 600 total board members across all 133 counties and independent cities. Offerors must demonstrate experience in curriculum development, webinar facilitation, and preferably prior technical assistance or training provided to CCJBs or equivalent national organizations.
The anticipated contract value shall not exceed $80,000. The contract term extends from award through project completion, expected within twelve months. Pricing proposals must itemize three components: cost to develop curriculum, cost to develop training materials, and cost to present and facilitate all virtual sessions. The Commonwealth retains full ownership of all webinar content and reserves the right to use deliverables in future training initiatives.
Evaluation allocates 40 points to plans and approach, 35 points to experience and qualifications, and 25 points to pricing. DCJS will conduct negotiations with multiple qualified DSBSD-certified small business offerors and award to the offeror with the best proposal based on evaluation criteria and negotiated terms. The pre-proposal conference will be held via Microsoft Teams at 10:00 AM on September 21, 2026. Proposals must be submitted electronically through the eVA system only.
