About this opportunity
The Missouri Department of Facilities Management, Design, and Construction is requesting proposals for walk-through weapons detection systems with X-ray scanner components, due October 12, 2026 at 2:00 p.m. Central Time, with a mandatory pre-proposal conference on October 8, 2026 at 1:00 p.m. Central Time at the Harry S. Truman Building in Jefferson City and a mandatory building tour on October 2, 2026.
Vendors may respond to one or both of two options: Option 1 is a purchase of single-lane WDS with X-ray scanner, maintenance agreement, and manufacturer's warranty; Option 2 is a multi-year lease of the same equipment with all maintenance and repairs included. Equipment will be deployed at two locations within the Missouri State Capitol Building (South Entrance and Garage Entrance), each requiring one single-lane device and one X-ray scanner, and potentially at the Governor's Mansion. Floor plans for equipment staging are provided as Attachment 2.
The initial contract period runs from award through one year, with the Division of Purchasing holding the right to renew for three additional one-year periods at its sole discretion. All equipment must be new, of current production. The contractor must provide 24/7 technical support availability and manufacturer-trained technicians for onsite maintenance.
Pricing must be firm and fixed for all line items within the chosen option(s). The state will conduct objective cost evaluation by calculating total cumulative costs across the original contract period and any renewal periods, with the lowest responsive vendor receiving the award. Proposals remain valid for 90 calendar days from opening.
The solicitation is subject to extensive federal compliance requirements outlined in Attachment 1, including federal debarment and suspension certifications, OMB Uniform Administrative Requirements (2 CFR Part 200), Stevens Amendment public disclosure requirements, Byrd Anti-Lobbying Amendment prohibitions, Drug Free Workplace Act compliance, Pro-Children Act smoking restrictions, federal whistleblower protection, and comprehensive nondiscrimination and equal employment opportunity requirements cascaded to all subrecipients and subcontractors. Contractors must complete business compliance exhibits addressing tax compliance, business registration, work authorization, Israel boycott certification, and federal funding restrictions.
