About this opportunity
Westchester County is requesting sealed bids for infrastructure upgrades to Westchester Community College's Academic Arts Building in Valhalla, New York, including sprinkler system installation and new lighting throughout the facility, with proposals due August 19, 2026 at 11:00 a.m. and a pre-bid site inspection on August 6, 2026 at 11:30 a.m.
The scope encompasses furnishing all labor, materials, equipment, and incidentals for the base bid plus two alternate items: Alternate 1 covers work in the 3rd floor gallery, and Alternate 2 covers sprinkler system work in the Theater Auditorium. The County intends to award the base bid plus both alternates; if budget constraints apply, award will proceed with the lowest base bid supplemented with as many alternates as the budget permits. All work must commence within ten days of written notification and be completed by August 31, 2027.
Contractors must comply with Westchester County Local Law 309, which requires apprenticeship agreements registered with the New York State Commissioner of Labor for contracts exceeding $250,000; contractors with 14 or fewer employees are exempt. Contractors must demonstrate good faith efforts to utilize minority-owned and women-owned businesses as subcontractors and suppliers. Prevailing wage requirements under New York State Labor Law apply. Contractors must directly employ at least ten percent of personnel as measured in man-days worked and may not subcontract more than ninety percent of the bid amount.
Bids over $100,000 must include a bid bond equal to 25 percent of the bid amount. The successful bidder must furnish a Performance and Payment Bond equal to 100 percent of the total contract price. Comprehensive insurance is required including workers' compensation, commercial general liability with $1,000,000 combined single limits per occurrence, commercial umbrella/excess insurance of $2,000,000 per occurrence, automobile liability of $1,000,000 per occurrence, builder's risk insurance for 100 percent of completed value, and pollution liability of $1,000,000, with the County named as an additional insured. Bid documents are available at no cost from the Empire State Purchasing Group website. Questions are due before the August 19 deadline.
