About this opportunity
The City of Boise Public Works Department is requesting qualifications from engineering firms to review an existing preliminary design, investigate permitting requirements, and prepare final design documents for a vortex grit removal process at the West Boise Water Renewal Facility's headworks building, with qualifications due September 2, 2026.
The scope encompasses pre-design, final design, construction document preparation, construction permitting, and technical support during construction. The City will provide a completed preliminary engineering report with 30% design drawings to the selected consultant. A separate Construction Manager/General Contractor will be selected concurrently and will collaborate with the City and the selected engineering firm throughout the design and construction phases. Construction is anticipated to commence in Winter 2027 and complete by Summer 2030.
Compensation will be negotiated following selection of the best qualified proposer and may be structured as hourly billing with a not-to-exceed cost per assignment, a lump sum fee, or another mutually agreed arrangement. The contract value is not stated. The selected consultant must maintain Commercial General Liability insurance of $2 million per occurrence, Professional Liability of $2 million minimum, Auto coverage of $500,000, Workers' Compensation at statutory levels, and Employer's Liability of $500,000. The consultant is responsible for all permits and licenses necessary to perform the work; the City will cover project-specific application fees and permit costs. All work products — reports, drawings, survey data, CAD files, BIM files — become the property of the City of Boise. Subconsultants may be utilized with City approval, with overhead adjustments not to exceed five percent of subcontracted work value.
