About this opportunity

Baltimore County Government is soliciting bids for waterproofing services on an on-call, term-contract basis with bids due November 10, 2026, and a non-mandatory pre-bid conference scheduled for October 13, 2026 at 11:00 a.m. via Webex. The contract requires 25 percent MBE/WBE participation on a cumulative basis across the contract term — a hard participation requirement that filters eligibility.

The contractor furnishes all labor, materials, tools, equipment, and supervision for waterproofing-system design, engineering, troubleshooting, and installation at various Baltimore County owned and operated facilities throughout Baltimore County on a time-and-materials basis. All materials and workmanship must conform to manufacturer specifications and applicable codes, including Baltimore County standards, ASTM, BOCA, and ACI requirements. The price sheet includes line items for skilled-mechanic labor (regular and overtime), engineering/troubleshooting and foreman labor, unskilled labor, materials with contractor-markup multipliers, rental equipment, single-axle dump truck, landfill charges, and subcontracting services. Pricing must remain firm for the contract period unless price escalation is requested; escalation is capped at the Consumer Price Index or 5 percent, whichever is lower.

The contract term begins May 17, 2027 and runs for one year, with the County reserving the right to renew for up to four additional one-year renewal options under the same terms and conditions. Award will be made to the lowest responsive and responsible bidder within 60 days of bid opening; the County reserves the right to make multiple awards on an individual item basis or in combination. The contractor must provide proof of insurance with minimum general liability coverage of $1 million combined single limit, automobile liability of $1 million, and workers' compensation coverage before work commences. Questions are due October 30, 2026 at 12:00 p.m. Required vendor submissions include a Procurement Affidavit, First Source Hiring Agreement, Taxpayer Identification Number certification, MBE/WBE participation forms, three professional references, and a signed proposal signature page.
