About this opportunity
The City of Harrisonburg, Virginia, Department of Public Utilities is issuing an Invitation to Bid (ITB) to procure water treatment chemicals on an as-needed basis for delivery to the Water Treatment Plant located at 308 Grandview Drive, Harrisonburg, VA 22801. The solicitation requests bids for four chemical products: Aluminum Sulfate Solution (48%) with an estimated annual usage of 35,000 gallons, Sodium Hypochlorite Solution (12.5%) with an estimated annual usage of 50,000 gallons, Sodium Hydroxide Solution (25%) with an estimated annual usage of 34,000 gallons, and Hydrofluosilicic Acid Solution (23%) with an estimated annual usage of 5,000 gallons. All four chemical products must be ANSI/NSF 60 certified for drinking water additives. Pricing must be quoted on a unit basis per gallon, with all bids submitted as "F.O.B. destination-freight included," meaning all shipping costs, transportation, unloading, surcharges, insurance, and other expenses are included in the unit price with no additional charges permitted. Deliveries must be completed within seven calendar days of order notification and accepted only in full-capacity lots of 36,000 to 48,000 pounds depending on the chemical; partial deliveries are not permitted. The contractor must provide order confirmation, delivery documentation including actual weight and concentrations, and current GHS safety sheets with each delivery. Sealed bids must be submitted through the eVA platform by May 27, 2026, at 3:00 p.m., with the deadline for submitting questions set for May 18, 2026, at 12:00 p.m. The contract will be awarded to the lowest responsive and responsible bidder meeting specifications, with preference for a single vendor providing all chemicals if the aggregate bid does not exceed 110% of the sum if awarded individually. The initial contract term is one year, commencing July 1, 2026, with four optional one-year renewal periods, during which bid prices must remain firm throughout the initial term.
The solicitation does not identify any set-aside designations or restrictions on types of organizations that can respond, nor are any incumbent vendors or current contractors listed. Pricing adjustments during renewal periods require mutual agreement and written justification, with allowable increases limited to those supported by mutually accepted chemical price indices such as the PPI Chemical and Allied Products WPU06 index; bids subject to unlimited price increases are not acceptable. The contractor must maintain general liability insurance of $1,000,000 combined single limits with a $2,000,000 aggregate, worker's compensation insurance in compliance with Virginia law, and automobile liability insurance with $1,000,000 limits. Payment for invoiced amounts will be remitted within 45 days of successful delivery and acceptance. The City does not guarantee purchase of any minimum quantity, and the annual usage estimates are provided solely for bid evaluation purposes. No specific award value or budget range is disclosed in the solicitation documents.
