About this opportunity
Montgomery County Municipal Utility District No. 140 is requesting sealed electronic bids for water, sewer, and drainage improvements in The Highlands Section 23B project, with bids due July 28, 2026 at 9:00 a.m. through www.CivcastUSA.com. A non-mandatory pre-bid conference is scheduled for July 14, 2026 at 9:00 a.m.
The scope encompasses water distribution mains (approximately 1,092 linear feet of 6-inch line and 1,815 linear feet of 8-inch line), sanitary sewer lines (335 to 1,236 linear feet at various depths), storm sewer systems (535 to 427 linear feet of 24- to 42-inch drainage pipe), and associated appurtenances including valve boxes, flushing valves, manholes, and inlets. The project is divided into two stages: Stage I work must be completed within 45 calendar days of Notice to Proceed, and Stage II within 15 calendar days. Engineering services are provided by Pape-Dawson Consulting Engineers, LLC.
The contract price is determined through competitive bidding with separate line items for water, sanitary sewer, drainage, storm water pollution prevention plan, and miscellaneous items (construction staking, dewatering systems, bedding materials). Bid security must equal at least 5 percent of the total bid amount. The successful bidder must furnish a Performance Bond, Payment Bond, and one-year Maintenance Bond each at 100 percent of the final Contract Price; the surety company must hold a minimum Best's Key Rating of "B+" or better and meet U.S. Department of Treasury requirements for contracts exceeding $100,000.
Contractor compliance with Texas prevailing wage requirements is mandatory. Liquidated damages are assessed at $500 per calendar day for failure to meet completion deadlines. Contractors must submit a Texas Ethics Commission Form 1295 prior to contract execution. Developer CC SCOA III, LP makes all payments to the Contractor, with District approval authority retained. Contract award is expected within 60 days of bid opening. Contract documents are available free on CivcastUSA.com.
