About this opportunity

The City of Lubbock, Texas is requesting proposals for water reclamation electrical replacement construction services under RFP 26-19890-TF, with proposals due October 1, 2026 at 2:00 p.m. The estimated project budget is $995,500.

The scope encompasses all labor, materials, and work necessary for electrical replacement at the water reclamation facility. Construction must be substantially completed within 335 consecutive calendar days from the Notice to Proceed, which will be issued 30 days following contract award. All work is subject to Texas prevailing wage requirements under Government Code Chapter 2258; workers must earn no less than the established general prevailing rate of per diem wages. Contractors must provide workers' compensation coverage and comprehensive general liability insurance naming the City as an additional insured. A one-year warranty on all materials and workmanship following final acceptance is required, and the contractor must maintain a local representative available throughout the project duration.

Evaluation is weighted 60 points for price, 30 points for contractor qualifications, and 10 points for construction time. A proposal bond or certified check equal to 5% of the total proposal amount is required at submission. If the contract price exceeds $100,000, a performance bond of 100% of the contract price is required; if it exceeds $50,000, a payment bond of 100% is required. Both bonds are anticipated based on the estimated budget.

A non-mandatory pre-proposal conference will be held September 22, 2026 at 10:00 a.m. via Zoom teleconference. Proposals may be submitted electronically through Bonfire or in hard copy to Marta Alvarez, Director of Purchasing and Contract Management, at the Citizens Tower, 1314 Avenue K, Floor 9. Proposal opening and public reading occur at 2:00 p.m. on October 1, 2026, with teleconference participation available. City Council will consider proposals for award on October 27, 2026.
