About this opportunity

The Washington Suburban Sanitary Commission (WSSC) is requesting proposals for consulting services to support drinking water contamination preparedness, surveillance, and response programs under the EPA's Surveillance and Response System framework, with proposals due October 5, 2026 at 2:00 p.m. via the WSSC eProcurement Portal.

Offerors must hold a minimum of five years of experience within the United States performing projects involving water process engineering and water quality services. A non-mandatory pre-bid meeting is scheduled for September 15, 2026 at 12:00 p.m. via Microsoft Teams. The question submission deadline is September 16, 2026 at 2:00 p.m.

Core deliverables include technical review and enhancement of WSSC's current surveillance and response systems—online water quality monitoring, customer complaint surveillance, laboratory confirmation capabilities, and consequence management procedures. The consultant will provide contaminant prioritization and risk assessment, evaluate and recommend monitoring technologies and instrumentation, develop and improve standard operating procedures, and support training and preparedness exercises for the Contamination Rapid Response Team. Work is performed on a task order basis, with WSSC issuing individual assignments that define scope, schedule, staffing requirements, and compensation for each task.

Proposals will be evaluated on key personnel (35%), firm's experience (30%), technical approach (30%), and pricing (5%). Technical proposals are limited to 30 single-sided pages, organized into tabs addressing key personnel, firm's experience, and technical approach; pricing proposals are evaluated separately following technical evaluation completion. WSSC reserves the right to establish a competitive range and shortlist offerors for further consideration.

Offerors must register in WSSC's Supplier Portal System and obtain a supplier number prior to proposal submission. Insurance requirements include workers' compensation, commercial general liability ($1,000,000 each occurrence), business auto liability ($1,000,000), umbrella liability ($1,000,000), pollution liability ($1,000,000), and cyber liability ($1,000,000). The contract does not establish a total value; compensation is on a task order basis for allowable costs and fees as set forth in the pricing sheet.
