About this opportunity

Fayetteville Public Works Commission (PWC) is requesting statements of qualifications from engineering firms for the Chicken Foot Road Water Main Interconnect project under RFQ #PWC2627012, with submissions due September 8, 2026 at 4:00 p.m. Written questions are due August 24, 2026 at 5:00 p.m., and addenda close August 31, 2026 at 5:00 p.m. DBE, HUB, SBA-certified small business, and PWC Small Local Supplier certifications are encouraged; firms must identify certification status if applicable.

The project interconnects existing 16-inch water mains on both sides of Interstate 95 along SR 2252 Chicken Foot Road to provide secondary-feed redundancy for approximately 2,100 customers in the Gray's Creek area (east of I-95, south of Tom Starling Road), including three schools and a major retail distribution center. The scope encompasses design revisions, survey work, NCDOT coordination, SUE Level A and B assessments, easement mapping and staking, final design progression (100%), and limited construction engineering services including site inspection, construction staking, as-built survey, record drawings, and construction observation. Ardurra Group, Inc. previously completed 30% routing and 60% design work before the project was delayed due to area development.

Compensation is time-and-materials with rates to be determined during selection, capped at a negotiated maximum. Qualifications statements are limited to 20 pages. PWC evaluates responses using weighted scoring: personnel qualifications (30%), consultants and sub-consultants (20%), project and management experience (25%), project approach and understanding (15%), and general qualifications including completeness and compliance (10%). The selected firm must carry $1,000,000 per-occurrence and $2,000,000 aggregate general liability insurance, workers compensation, and $100,000/$300,000 auto liability coverage. All providers must comply with E-Verify and certify non-listing on the North Carolina Final Divestment List. Greater Fayetteville Chamber of Commerce membership is preferred but not required. Contract award is anticipated in September 2026. PWC reserves the right to reject all submittals and will negotiate with the highest-ranked firm, continuing with other firms in ranked order if agreement cannot be reached.

Opportunity text

This project will interconnect the existing 16-inch water main that dead-ends on both sides of Interstate 95 along SR 2252 Chicken Foot Road. PWC currently serves approximately 2,100 customers in the Grays Creek area (east of I-95 and south of Tom Starling Road), including three schools and the Wal-Mart Distribution Center. The areas are currently served by a single 24-inch water transmission main that branches off Tom Starling Road. This project will interconnect the existing 16-inch mains that have been stubbed out on both sides of I-95 along SR 2252 Chicken Foot Road. This will provide a secondary feed to the area to improve system reliability.
