The scope encompasses approximately 30,880 linear feet of pipe: 420 LF of 6-inch water main, 15,360 LF of 8-inch water main, 120 LF of 12-inch water main, 10,740 LF of 8-inch wastewater main, 3,240 LF of 10-inch wastewater main, and 1,000 LF of 16-inch wastewater main.
Awards are made to the lowest responsive, responsible bidder. If nonresident bidders respond, they must underbid resident bidders by the reciprocal amount required in their home state. Prevailing wage rates under Texas Government Code Chapter 2258 apply to all workers. All iron and steel products must be sourced from the United States unless a waiver is approved. For Economically Distressed Areas Program projects, contractors must employ local labor to the maximum feasible extent.
Bidders must submit a bid guarantee equal to five percent of the bid price and complete the Vendor Compliance with Reciprocity of Non-Resident Bidders form. Performance and payment bonds equal to 100 percent of the contract price are required and must remain effective for one year after work completion. Progress payments are subject to a minimum five percent retainage until 50 percent completion (for districts and authorities) or substantial completion (for other public entities), with final retainage release authorized only after TWDB approval.
The contractor must advertise for bids for at least two consecutive weeks in a newspaper and may hold optional or mandatory pre-bid conferences. Contractors must provide operation and maintenance manuals for all equipment within 90 days of shop drawing approval, maintain as-built record drawings, and complete a final site visit and close-out procedure before retainage release. The TWDB must review and approve bid documents, bid tabulation, lowest bidder proposal, and consultant recommendations before the owner issues a contingent Notice of Award.
