About this opportunity
The City of Edinburg, Texas is requesting qualifications for a comprehensive Water and Sewer System Master Plan covering a 20-year planning horizon, with proposals due October 6, 2026 at 3:00 p.m. and questions due September 30, 2026.
Minimum qualifications require three completed water and sewer master plans for similar-sized utilities within the past ten years, with the proposed project manager holding direct experience managing comparable municipal utility master plans. Comprehensive general liability insurance with minimum limits of $250,000 per person / $500,000 per occurrence for bodily injury and $100,000 per occurrence for property damage is required, with the City named as additional insured. The selected firm must execute a Non-Disclosure Agreement and verify compliance with Texas House Bill 89 (Israel boycott), Senate Bill 13 (energy company boycott), and Senate Bill 19 (firearm entity discrimination).
The scope encompasses eight primary tasks: project management, existing system capacity evaluation, future system capacity evaluation, asset management planning, capital improvement program development, master plan report preparation, planning for undeveloped and underserved areas, and staff training on hydraulic modeling. Deliverables include hydraulic modeling, identification of existing and future capacity constraints, system prioritization, and a 20-year capital improvement program. The City operates two water treatment plants (26 MGD combined capacity), one wastewater treatment plant (13.5 MGD), six water towers, two booster stations, 54 lift stations, 506 miles of water lines (2"–30"), and 411 miles of sewer lines (6"–36"). The consultant must use InfoWater Pro and InfoWorks ICM software for modeling and provide all electronic files upon completion.
Evaluation criteria are weighted as follows: technical approach and methodology (30 points), key personnel and team experience (25 points), firm experience (20 points), past performance and references (15 points), and workload capacity and proximity (10 points). The City reserves the right to conduct oral interviews. Following selection, scope and billing rates are subject to negotiation with final contract approval by City Council. Proposals must be submitted electronically through the City's procurement portal or as sealed hard copy.
