About this opportunity

Corinthian Point Municipal Utility District No. 2 (Harris County, Texas) has issued an IFB for construction and services to replace a wastewater treatment plant located in Montgomery County, with sealed bids due July 30, 2026 at 10:00 a.m. local time at LightPoint Engineering in Willis, Texas. This is a closed solicitation — the original bid deadline was July 16, 2026, and a non-mandatory pre-bid conference was held July 9, 2026.

The scope includes constructing and installing a new 0.120 MGD activated-sludge wastewater treatment plant with all appurtenances, a new control building (CMU or metal construction), a liquid chlorine system, a non-potable water system, a 6-inch force main from the existing lift station to the new WWTP with valves and supports, a new motor control center, a 250 KW propane generator, and all associated electrical work per construction plans. The contractor must remove the existing control building, chemical equipment, and electrical controls and perform testing on installed lines. Substantial Completion is required within a maximum of 120 calendar days after commencement.

Texas prevailing wage requirements apply, with a penalty of $60 per worker per day for non-compliance. Economic disincentives of $250 per calendar day apply for work remaining incomplete after contract expiration. Bidders must submit a bid security equal to five percent of the total bid amount. The successful bidder must furnish performance bonds, payment bonds, and a one-year maintenance bond each equal to 100 percent of the contract price. The surety company must hold a minimum Best Key Rating of B+ or better and be authorized to issue bonds in Texas. Contractors must maintain staffed offices within 100 miles of the project site and demonstrate satisfactory performance on comparable projects.
