About this opportunity
Harford County, Maryland Department of Procurement is requesting bids on planned, non-emergency, and emergency wastewater pumping, hauling, and associated services under IFB No. 27-050, with bids due July 22, 2026 at 1:00 PM EST and a mandatory pre-bid meeting on July 10, 2026 at 9:00 AM EST at Sod Run Wastewater Treatment Plant.
The scope covers inspection, cleaning, maintenance, pumping, and removal of wastewater and stormwater from septic systems, wet wells, holding tanks, lift stations, grease traps, and related infrastructure at approximately 48 county-owned facilities organized into four geographic districts plus one division. Contractors may bid on one or more districts or divisions. The County intends to make multiple awards, potentially awarding contracts to different contractors for different geographic areas.
Contractors must be prequalified with Harford County, registered to do business in Maryland, and in good standing with all state and local governments. Insurance requirements include commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial auto liability of $1,000,000 per accident, workers compensation, and commercial umbrella coverage of $1,000,000. All subcontractors must meet equivalent insurance and qualification requirements. Bidders must submit equipment lists, three references from similar-sized customers served within the past three years, and evidence of compliance with all applicable federal, state, and local laws and regulations. No bid deposit, performance bond, or payment bonds are required.
The contract term runs from execution through June 30, 2027, with the County holding the exclusive option to extend for five additional one-year periods. Rate increases on option year renewal dates are capped at 3 percent or CPI, whichever is less, with written justification submitted at least 60 days prior to renewal. Award shall be made to the lowest responsive and responsible bidder for each district and division, with evaluation considering quality, performance, conformity to specifications, delivery time, previous performance, vendor location, and references. Questions must be submitted via Euna Procurement by July 15, 2026 at 1:00 PM EST. Bids will be publicly opened via Webex at 2:00 PM on July 22, 2026.
