About this opportunity

The City of Richmond, Virginia Department of Public Utilities is seeking proposals through competitive negotiation for on-call professional engineering services for wastewater utility capital improvement and operations projects, with proposals due October 30, 2026 at 3:00 p.m. A non-mandatory pre-proposal meeting is scheduled for October 16, 2026 at 2:00 p.m. via Microsoft Teams.

The scope encompasses utility surveying, planning, investigation, engineering and architectural design, permitting and plan review support, bidding, construction management, operations support, and overall engineering assistance for sanitary sewers, sanitary pumping stations, wastewater retention and treatment facilities, and associated infrastructure. A 10% Minority Business Enterprise / Emerging Small Business participation goal applies; points are awarded based on documented good faith efforts and proposed MBE/ESB participation. Professional engineers overseeing work must hold Virginia licensure. Offerors must integrate with the City's Trimble Unity Connect project management software, maintain commercial general liability, errors and omissions, workers' compensation, and automobile liability insurance, and retain records for three years post-completion.

The contract commences upon execution for one year with renewal options for up to three additional one-year terms at the City's sole discretion, with 30 days' notice required before term expiration. Multiple awards are intended; contract execution guarantees no minimum work volume, and task orders define specific project scopes. No price proposal is required with initial submissions. Firms selected for final negotiation will submit hourly categorical loaded rates with profit capped at 10% on labor, personnel rosters, and overhead substantiation.

Evaluation is weighted as follows: staffing plan and personnel qualifications (25 points), team experience (25 points), project approach (15 points), knowledge of local conditions (15 points), MBE/ESB commitment (10 points), record history including claims and litigation (5 points), and accessibility (5 points). The City will conduct initial evaluation, engage discussions with two or more qualified offerors, rank finalists by merit, and negotiate beginning with the highest-ranked firm. Proposals are submitted through the City's OpenGov e-Procurement Portal.
