About this opportunity

Wayne RESA is requesting proposals for waste removal and recycling services across Michigan through the CoPro+ cooperative purchasing program, with proposals due August 21, 2026 at 12:00 p.m. Eastern Time and a mandatory pre-proposal meeting on August 10, 2026 at 9:00 a.m. at Wayne RESA Education Center in Wayne, Michigan.

Service locations span four primary sites: Wayne RESA Education Center, Wayne RESA Early Childhood Center, Burger Baylor School, and Wayne RESA Annex Building and Conference Center. The scope includes daily waste removal Monday through Friday before 8:00 a.m. and monthly recycling pickups using 6-yard to 8-yard dumpsters at various locations. A dumpster map identifying all service locations is attached to the RFP.

Proposers must demonstrate a minimum of five years of experience in waste removal and recycling services and provide three current or former client references. The awarded contractor bears all mobilization, transportation, fuel, disposal, and handling costs and is responsible for criminal background checks for individuals accessing WRESA campuses. Pricing must exclude sales tax and federal excise tax, include a 2% administrative fee remitted quarterly to CoPro+, and reflect net 30 payment terms. High-volume pricing discounts are permitted and will be favorably evaluated.

The initial contract term is three years with two optional one-year renewal periods. Participating public entities across Michigan may piggyback on the master agreement pricing through CoPro+. Services commence in October 2026.

Evaluation uses a 100-point scale: technical evaluation (80 points, encompassing executive summary and scope at 40 points, references at 20 points, and adherence to terms at 15 points) and pricing (25 points, adjusted from original weighting). Proposals scoring 80 or more technical points advance to pricing evaluation for award determination. The contract is contingent on Wayne RESA Board of Education approval. Written questions are due August 12, 2026, with responses provided by August 14, 2026. Contact: Stacey Shaw, purchasing@resa.net, (989) 307-1307.
