About this opportunity

California Exposition & State Fair (Cal Expo) is requesting proposals for comprehensive waste management services covering the Sacramento-area facility, with proposals due October 2, 2026, at 4:00 p.m., and a mandatory site tour on September 15, 2026, at 9:00 a.m. A small business preference of 5% applies to qualified bidders.

The scope includes container service, hauling, processing, and disposal across multiple waste streams — uncompacted refuse (360 tons annually), compacted refuse (275 tons), recyclable cardboard (60 tons), green waste (250 tons), wood waste (100 tons), scrap metal (34 tons), and food waste (5 tons) — with equipment management of one 40-cubic-yard cardboard compactor, 80 front-loading 4–6 cubic yard containers year-round, 20 towable cardboard-only containers, and multiple roll-off containers (eight 40-yard, four 25-yard, one 10-yard). During the 17-day State Fair period, the contractor must provide 70 additional containers and twice-daily front-loader service. The contractor must comply with California's Senate Bill 1383 organic waste diversion mandates and deliver detailed waste reports demonstrating resource efficiency improvements beyond traditional hauling.

Minimum qualifications include five years of waste management experience, a dispatch facility within 45 miles of Cal Expo, and a minimum of five industrial customers. The contract term runs January 1, 2027, through December 31, 2029. Cal Expo does not guarantee tonnage or service levels across the agreement term.

Evaluation weighs proposer qualifications at 30 points, waste management plan at 20 points, customer service at 25 points, and cost proposal at 25 points. The contractor must maintain general liability insurance of $1,000,000 per occurrence, workers' compensation coverage, and property and automobile liability insurance.
