About this opportunity
The City of Virginia Beach is requesting sealed bids for construction of a new Waste Management Administration Building (CIP Project No. 23092.12), with bids due August 26, 2026 at 3:00 p.m. local time. This solicitation is sheltered under Virginia's Small Business Enhancement Program, prioritizing SWaM-certified (Small, Women-owned, and Minority-owned) bidders; if fewer than two responsible bids are received from SWaM-certified firms, the City will consider all other bidders.
The scope is construction of a 5,568-square-foot, single-story administration building and associated site work including demolition, erosion and sediment control, utility installation, landscape work, and stormwater management. The project manual specifies 31 divisions covering general requirements, concrete, masonry, metals, thermal and moisture protection, openings, finishes, specialties, plumbing, mechanical systems, electrical systems, fire suppression, communications, electronic safety and security, and earthwork. Design professionals are HBA Architecture & Interior Design, Inc.; Kimley-Horn (civil); Speight, Marshall, Francis (structural); and Pace Collaborative (mechanical and electrical).
Bids exceeding $500,000 require bid bonds, performance bonds, and payment bonds per Virginia Code Section 2.2-4337. Contractors must carry workers compensation ($1,000,000 each occurrence), commercial general liability ($1,000,000 each occurrence / $2,000,000 aggregate), business automobile liability ($1,000,000 per occurrence), and builder's risk insurance on the full insurable value. A safety person must be maintained on-site; OSHA and EPA compliance is mandatory. Monthly subcontractor payment reporting is required.
Subcontractors intending to use subcontracted work must commit at least 50 percent of subcontracted value to SWaM-certified businesses or document good faith efforts to meet this requirement. Questions are due at least 10 calendar days before bid opening. A pre-bid conference date and location will be specified. The contractor must begin work within 10 calendar days of notice to proceed. Award goes to the lowest responsive and responsible bidder; the City reserves the right to negotiate if bids exceed available funds or to reject any or all bids.
