About this opportunity

The Louisiana Office of State Procurement is requesting bids on waste disposal services for the Department of Corrections facility at David Wade Correctional Center in Homer, East Baton Rouge Parish, with bids due August 6, 2026 at 10:00 a.m. Central Time.

The scope covers container rental, hauling, and disposal services for two 30-cubic-yard compactors with weekly pickup 52 weeks per year, Monday through Friday, 8:00 a.m. to 3:30 p.m., with no facility wait time permitted. The contractor provides all labor, materials, equipment maintenance, sanitization, and deodorization; arranges additional pickups within 24 hours of request; and disposes waste only at state-permitted landfill sites. Containers must meet state standards with 10-gauge steel bottoms, watertight construction, and hinged lids preventing insect entry. Garbage trucks must be purpose-built and meet Federal and Louisiana Department of Public Safety standards. The contractor assumes full liability for equipment condition, damage, spill cleanup, and loading-area cleanliness. All fuel charges are included in the hauling fee; F.O.B. destination terms apply. Bidding consists of two line items: a per-compactor hauling fee (estimated 112 annual hauls) and a per-ton disposal fee (estimated 400 tons annually).

The initial contract term runs from award through June 30, 2027, with two optional 12-month renewals, for a maximum 36-month duration. Bid prices must be firm for a minimum of 30 days and for the initial contract period; renewal price adjustments require documented justification and state approval, using the Producer Price Index series PCU562111562111 as a guide. The contractor must maintain workers' compensation ($1 million per accident), commercial general liability ($1 million per occurrence / $2 million aggregate), and automobile liability ($1 million combined single limit), with the State named as additional insured. All facility-accessing personnel require security clearance including criminal background checks. For bids of $25,000 or more, vendors must certify non-debarred status with GSA and comply with E-Verify; corporations and LLCs must be registered and in good standing with the Louisiana Secretary of State. Performance is enforced through a graduated penalty system: verbal warning for first occurrence, written notice for second, and invoice deductions (1/60th of monthly amount for third occurrence, 1/30th for fourth); two or more deductions within 30 workdays or 15 total deductions in 12 months trigger automatic termination. Written inquiries are due July 21, 2026, with state responses by July 30. Payment is made electronically within 30 days of proper invoice submission.
