About this opportunity

The California Department of Corrections and Rehabilitation is requesting statements of qualifications for construction management services on the design and construction of two potable water wells at Valley State Prison and Central California Women's Facility in Chowchilla, with SOQ submissions due October 2, 2026.

CDCR strongly encourages participation from Disabled Veteran Business Enterprises and Small Businesses to meet state goals; specific percentage targets and certifying agency information are required in submissions. All work must be performed under the direction and supervision of a California-licensed architect, engineer, or contractor.

The scope encompasses new pumps, motors, piping, valves, electrical components, and communication systems integrated with supervisory control and data acquisition systems. Services span three phases — working drawings (including bidding and procurement), construction, and post-construction — under a design-bid-build delivery method with standard state procedures. The construction manager must demonstrate a minimum of five years' experience managing construction projects with costs of $10 million or greater, including at least two public works projects. Other key positions (contract administrator, field manager, scheduler, estimator, and document control manager) have specified minimum experience and licensure requirements.

The project budget is approximately $9.821 million. The anticipated contract term runs from fiscal year 2026/2027 through fiscal year 2029/2030, subject to budget availability, legislative approval, and control agency approval. Award is contingent upon budgetary authorization and future fiscal appropriations.

Qualified firms must submit one original, four copies, and one PDF file copy on CD, limited to 35 pages of written material. A selection committee will review SOQs and select a minimum of three finalists for 25-minute presentations followed by 20-minute question periods; final ranking and fee negotiations commence with the top-ranked consultant. Questions are due September 1, 2026 at 3:00 p.m. No pre-proposal conference will be held. Consultants must disclose any use of artificial intelligence technology during contract performance and comply with prevailing wage requirements, drug-free workplace policies, and Executive Order N-6-22 regarding Russian economic sanctions.
