About this opportunity
The Pennsylvania Game Commission (PGC), Northwest Region, is seeking a contractor to perform native shrub planting and herbicide application services on private property owned by Jim Stockham in Cherry Township, Butler County. The project, identified as Farm Game Project 188 (Farm #118), requires comprehensive herbicide treatment of invasive plants across 40 acres of land. The contractor must provide all necessary labor, equipment, tools, fuel, and herbicides for the project, with application methods specified as either backpack or UTV-based foliar treatment. The procurement opportunity was posted on June 3, 2016, with a proposal submission deadline of July 20, 2016. Contractors will be responsible for executing the herbicide application precisely according to the specifications outlined in the attached bid documents, with a focus on removing invasive plant species and preparing the land for native shrub planting. Qualifications would likely include experience in herbicide application, environmental land management, and familiarity with invasive plant control techniques.
The contract appears to be open to qualified vendors without specific set-aside designations for disadvantaged enterprises. The project is funded through a Pittman-Robertson Act federal grant, which means contractors must comply with federal requirements outlined in 2 CFR 200, 220, 230, 43 CFR 12, and 50 CFR 80. Contractors will be subject to nondiscrimination clauses, integrity standards, and offset provisions as detailed in Exhibit A. While no specific budget range is explicitly stated, the contract involves herbicide treatment of 40 acres, suggesting a moderate-scale project. The contract includes provisions for financial and performance reporting, and any changes to the approved project plans or budget require prior approval. The contract term appears to be project-specific, with costs only eligible for invoicing during the defined project period.
