About this opportunity
The State of Alabama Office of the Chief Procurement Officer is renewing the Voyager contract through a quick quote solicitation with responses due September 15, 2026.
The renewal is governed by the Standard Terms and Conditions for Quick Quotes issued by Alabama, which establish procedural and compliance requirements for all suppliers participating in state and local contract opportunities through the Alabama Buys system. Suppliers must register in Alabama Buys, submit responses electronically through the Supplier Portal, and affirm compliance with all terms and conditions, including certifications that they have not engaged in bid collusion and are not barred from bidding.
The contract may be renewed annually by written agreement up to a total contract cost of $25,000 or a total time period of five years from the effective date. The State reserves the right to conduct cost realism and price reasonableness analyses on bids. Requests for price escalation are permitted if material, labor, or other contract components significantly increase through no fault of the supplier, though any approved increases cannot exceed 5 percent of annual contract cost and must be approved in writing by both parties.
Suppliers must be registered with the Alabama Secretary of State if operating as a foreign corporation, must verify E-Verify enrollment prior to award if employing workers in Alabama, and must certify compliance with sales tax registration and collection requirements under Act No. 2006-557. The State is exempt from paying sales tax, maintains the right to inspect all products before acceptance, and retains sovereign immunity with no indemnification obligation to suppliers. All contracts are governed by Alabama law with exclusive venue in Montgomery, Alabama. Disputes must first proceed through good faith negotiation before alternative dispute resolution or claims to the Board of Adjustment.
