About this opportunity
The County of Volusia is requesting bids on on-call electrical maintenance, repair, troubleshooting, installation, renovation support, emergency response, and related electrical services at County-owned and leased facilities throughout Volusia County under ITB 26-B-116JJ, with responses due October 21, 2026 at 3:00 p.m. EST and questions due October 7, 2026 at 11:59 p.m.
Respondents must hold a Florida Certified Electrical Contractor (EC) License or Florida Registered Electrical Contractor (ER) License. The scope covers on-call services performed at diverse County facilities including administrative offices, courthouses, sheriff's offices, correctional facilities, fire rescue stations, libraries, airport facilities, parks, and community centers. Work authorizations will be issued on an as-needed basis. Contractors must furnish all labor, supervision, equipment, tools, transportation, testing equipment, materials, replacement parts, permits (when applicable), and incidentals.
The initial contract term is three years with options for two subsequent one-year renewals, contingent upon mutual written agreement and County Council approval where applicable. Payment will be rendered within forty-five business days of receipt on undisputed invoices, with interest of up to one percent per month applicable to invoices unpaid beyond thirty days. Price redeterminations are permitted once annually during the Agreement term based on documented increases in wages, fuel, or materials costs, calculated using the Employment Cost Index (ECI) or Producer Price Index (PPI).
Award will be made to the most responsive and responsible respondent offering the best overall value, not necessarily the lowest price. Evaluation criteria include total cost, past performance (requiring three relevant project references from the past three years), and compliance with specified response time requirements. Contractors must complete both Labor Rates and Equipment Rates pricing tables to be considered responsive. Compliance requirements include FTA regulations, FEMA 2 CFR 200.318–326, E-Verify, and maintenance of comprehensive insurance with the County as an additional insured on a primary and non-contributory basis. Responses must be submitted electronically through the County's eProcurement Portal at https://procurement.opengov.com/portal/volusia. The solicitation opening will occur October 21, 2026 at 3:01 p.m. via Microsoft Teams.
