About this opportunity
The Commonwealth's Attorneys' Services Council is issuing a Request for Information on configurable, commercial off-the-shelf or Software-as-a-Service criminal case e-discovery systems to support Virginia's statewide criminal justice discovery obligations, with responses due September 30, 2026. This is market research only and will not result in a contract award.
The system must serve approximately 2,000 prosecution-side users and 2,000 to 3,000 defense-side users across Virginia's 120 separate jurisdictions. Key functional requirements include handling files up to 1 TB or larger with scalable architecture, secure web-based upload and download, flexible access controls, multi-factor authentication, video streaming without full file download, and integration with existing Commonwealth and law enforcement systems including Axon and Motorola platforms. The system must support high-volume digital evidence exchange including body-worn camera footage, dash camera video, forensic extractions, and third-party evidence. CJIS compliance and security measures are mandatory. The Commonwealth retains data ownership of all materials with requirements for bulk export in non-proprietary formats, legal hold capabilities, configurable retention schedules, and vendor transition assistance upon termination.
The RFI requests vendors to provide detailed information on system architecture, functional capabilities, implementation timelines, integration experience with state identity systems and law enforcement platforms, performance specifications for concurrent users and storage, cost estimates for implementation, licensing, hosting and support, and lessons learned from prior implementations. Vendors should address feasibility of a December 2028 go-live, though the RFI states no specified go-live date. Responses must be submitted via the Commonwealth's e-Procurement portal (eVA). The RFI was mandated by the Virginia General Assembly to inform a November 15, 2026 report to legislative committees on options and costs for establishing shared infrastructure for electronic discovery. Proprietary or trade secret information submitted may be protected under Virginia Code 2.2-4342(F) if vendors invoke such protections in writing with a completed Attachment A form.
