About this opportunity
The North Carolina State Highway Patrol is requesting bids on construction of a new Cedar Creek communications tower site and decommissioning of an existing tower site in Cumberland County under an IFB, with bids due September 24, 2026 at 2:00 p.m. ET and a mandatory site visit on September 10, 2026 at 10:00 a.m. ET at Cedar Creek Tower Site (7109 Cedar Creek Road, Fayetteville, NC 28312).
Vendors must hold a North Carolina General Contractors License with Public Utilities (Communications) Classification and an NC Electrical Contracting License, and must be registered with the North Carolina Secretary of State. Financial stability certification is required. The scope includes building a replacement tower facility to support the Voice Interoperability Plan for Emergency Responders (VIPER) statewide network and demolishing the old tower infrastructure. All permits and compliance with North Carolina State Building Code are the vendor's responsibility. Materials and workmanship must be warranted for one year from acceptance.
All work must be completed within approximately 90 calendar days following contract award, excluding inclement weather days. Vendors must provide three customer references for similar work. The pricing structure requires two line items — labor costs and materials costs — with all shipping, delivery, handling, and administrative fees included in the total project price. All work is FOB Destination to North Carolina locations, including the Duncan tower site in Harnett County.
The initial contract term is one year from the effective date of final execution. Written questions are due September 17, 2026, with state responses provided September 18, 2026. Contract award timing is to be determined.
