About this opportunity

The Southwest Ohio Regional Transit Authority (SORTA), commonly known as Cincinnati Metro, is requesting quotations for vinyl graphic materials to repair, replace, and maintain exterior bus graphics on its transit fleet, with proposals due October 6, 2026 at 2:00 p.m. Eastern Time and questions due September 18, 2026. This is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a two-year term; specific quantities and delivery schedules are not determinable at award and estimated quantities in the bid form are not binding. No formal small business participation goals are required, though SORTA encourages bidders to include small and disadvantaged businesses where feasible.

SORTA operates approximately 300 transit buses, 60 paratransit vehicles, and 30 micro-transit vehicles. Required materials include 54-inch by 100-foot gloss white vinyl, 3M ControlTac graphic film with Comply adhesive, 3M Scotchcal overlaminate, Epson 3M Ultrachrome inks in multiple colors, pre-mask tape rolls, prismatic white reflective vinyl, printer maintenance kits, and ink cleaner. Alternative products may be considered with samples submitted at no cost before the bid deadline and subject to SORTA approval. Replacement vinyl must be compatible with existing fleet graphics to ensure color consistency and durability under transit operating conditions. The graphics serve agency branding, fleet numbering, safety markings, ADA and regulatory compliance decals, route identification, and public information messaging.

All pricing must be firm-fixed for 120 days from the proposal deadline and include labor, materials, transportation, and delivery. Payment terms are NET 30. Deliveries occur on an as-needed basis to SORTA's Cincinnati receiving facility Monday through Friday, 8:00 a.m. to 4:00 p.m. EST. The contract is awarded to the responsible bidder submitting the lowest responsive price. Bidders must provide proof of insurance (Workers' Compensation, General Liability, Automobile, Crime, and Professional Liability at $1 million each), a notarized Personal Property Tax Affidavit, and certifications regarding debarment, lobbying restrictions, and non-collusion. Proposals are submitted electronically through SORTA's e-Procurement Portal.

Opportunity text

SORTA is seeking a vendor to supply vinyl graphic materials to repair, replace, and maintain exterior bus graphics that become damaged through normal operations, weather exposure, collisions, vandalism, and routine maintenance activities. Vinyl graphics are used for agency branding, fleet numbering, safety markings, ADA and regulatory compliance decals, route identification, and public information messaging. Maintaining these graphics ensures vehicles remain identifiable to the public, comply with applicable regulations, present a professional appearance, and support consistent agency branding. Replacement vinyl must be compatible with existing fleet graphics to ensure color consistency, durability, and long-term performance under transit operating conditions.
