About this opportunity
The City of Sacramento is requesting bids for general horticultural maintenance and integrated pest management services at Village Garden Streetscapes and designated locations throughout Sacramento and San Francisco, with proposals due September 29, 2026. The contractor must hold a California C27 landscape contractor license and is ineligible to subcontract.
Scope encompasses turf maintenance (mowing, edging, fertilization, weed and pest control, aeration, renovation); tree, shrub, and vine maintenance (fertilization, pruning, disease and pest monitoring); ground cover maintenance; general area cleanup (debris, litter removal, sidewalk and gutter cleaning); manual and automatic irrigation operation; and irrigation system repairs and plant material replacement. The contractor must maintain at least one full-time employee qualified for irrigation work and one employee holding a Qualified Applicators' License or Maintenance Gardener Certificate registered with the Sacramento County Agriculture Commissioner. A full-time management representative and field supervisors must be available during business hours and on-site during work.
Work is performed Monday through Friday between 7:30 a.m. and 4:00 p.m. (8:30 a.m. to 3:30 p.m. on Primary Streets). The contractor must submit a proposed service schedule within 14 days of award and bears sole responsibility for all safety equipment, OSHA and Cal-OSHA compliance, traffic control in public rights-of-way, and waste disposal at contractor expense. All chemical applications must comply with state and county regulations.
Payment is monthly based on results, with the City Inspector authorizing payment after reviewing invoices and supporting documentation. The City may withhold payment for non-conforming work and deduct costs for contractor non-performance from monthly fees. The City maintains weekly inspection authority and may issue performance ratings from "Needs Improvement" to "Failure to Comply"; consecutive unsatisfactory ratings may trigger termination and bar the contractor from future City bids for up to one year. A contract exit pre-inspection occurs 30 days before expiration, with financial accountability for sites not meeting specifications at contract conclusion. The contractor must demonstrate at least two years of experience serving large-scale commercial or governmental agencies.
