About this opportunity
The City of Raleigh, North Carolina Transportation Department is requesting proposals for video traffic count services to convert camera data into traffic engineering reports for up to 450 locations, with proposals due October 1, 2026 at 4:00 PM EST.
The scope encompasses turning movement counts (by vehicle, bicycle, and pedestrian classification), pedestrian counts, bicycle counts, vehicle classification studies, gap studies, and delay studies. Each count assignment spans six hours. The City currently operates MioVision Scout Plus and CountCam equipment; proposers must note any incompatibility and specify associated fees for data transfer or cloud storage. The City estimates no hardware or equipment purchases are required and is not seeking automated data analysis packages or optional services beyond those specified.
Pricing must be submitted as fully burdened hourly rates for each service type (vehicle turning movement counts, pedestrian counts, bicycle counts, vehicle classification studies, vehicle delay data, and vehicle gap data), with a not-to-exceed total reflecting approximately 450 six-hour counts scattered over the contract period at an average rate of 2–5 counts per week, weather-dependent.
The initial contract term is 24 months from award, with an option for the City to renew on the same terms for up to two additional one-year terms, for a maximum of four years.
Evaluation is two-stage: Stage 1 allocates 100 points across corporate background and experience (20 points), firm financial stability (20 points), project understanding (20 points), project approach (15 points), team experience (10 points), and proposed cost (15 points). Stage 2 may add up to five points for interviews or demonstrations if the City invites selected firms to participate.
Written questions are due September 10, 2026 at 2:00 PM, with anticipated City responses by September 17, 2026. No pre-proposal conference or site visit is required.
