About this opportunity

The City of Fayetteville is requesting bids on Phase II development of the North Carolina Veterans Park adjacent to the Airborne & Special Operations Museum in downtown Fayetteville under IFB, with bids due September 23, 2026 at 2:00 p.m. EST and an optional pre-bid conference on September 2 at 2:00 p.m. EST.

The scope encompasses site grading and clearing, flatwork paving, lighting, landscape and irrigation improvements, and monumentation to create a passive recreation space with pedestrian connectivity and new trails for community events. Work is performed North of Cross Creek at the park site. The base bid includes multiple line items spanning mobilization, earthwork, concrete paving, drainage structures, site furnishings, electrical work, and landscaping. Four bid alternates address parking lot construction, permeable paver applications, landscape planting and irrigation, and cross creek trails. Work hours are limited to 7:00 a.m. to 6:00 p.m., Monday through Friday, unless otherwise approved by the owner and authorities having jurisdiction.

The estimated contract duration is 190 calendar days with an estimated construction start of October 15, 2026 and completion by April 23, 2027. The project is funded through local City of Fayetteville General Fund or other local funds; federal contract provisions and prevailing wage requirements do not apply unless federal funding is added by written amendment. Liquidated damages are assessed at $1,000 per calendar day for each day of overrun and $1,000 per calendar day for each day of unauthorized suspension. A 10 percent contingency is included with the resulting contract for the City's discretion.

Bidders must hold a current North Carolina General Contractor License, provide three project references from the last five years, certify financial condition, submit a 5 percent bid bond, and provide performance and payment bonds at 100 percent of the contract amount. Certificates of insurance must designate the City as an additional insured with minimum coverage of $1 million combined single limit for general liability and $1 million for automobile liability. Questions are due in writing to Kimberly Toon, Purchasing Manager, by 5:00 p.m. on September 9, 2026. The bid acceptance period is ninety calendar days unless otherwise noted.
